City Council Highlights from 3/12/26 Meeting (note that Mayor Snyder and Councilmember Porterfield were excused from attending).
The Nominating Committee will be conducting interviews for vacancies on multiple boards and commissions by the end of the month. We have vacancies on the Diversity, Equity, Inclusion and Belonging Commission, the Zoning Board of Adjustments, and the Building & Standards Commission. Apply on the City of Hutto website if you are interested in being interviewed for one of these important boards or commissions.
Council received the quarterly update from the Hutto Police Department. Crime is down, but traffic accidents are up. PD is interviewing for several vacancies for both sworn and non-sworn positions.
Council received the Annual Comprehensive Financial Report for the year ended Sep 30, 2025. Our incredible finance department continues to make significant improvements year over year in their operations. The City received an unmodified report from the Auditor, which is the highest level of assurance available. Staff also received the Certificate of Achievement for Excellence in Financial Reporting from the GFOA. Total assets exceeded liabilities by over $311M, and ended the year with an increase of over $54M in net position. Our unassigned fund balance was at just over $10M, or four months (33%) of annual operating expenses, exceeding our minimum benchmark of 20%. Overall an excellent year for the City.
Council (on a 4-1 vote) authorized the City's Economic Development Corporation to take over the CR137/FM1660 road project. While I believe this road project is greatly needed (and will include the city's first true "roundabout"), I ultimately voted against the item because the policy and process of moving Capital Improvement Projects to the EDC has yet to be reviewed and approved by the legal departments of either the City or the EDC. I expressed my continued concern that we're following a process that has not been vetted by our legal teams.
Council approved the revenue bonds and assessment roll for phase 3 of the Cottonwood Creed Public Improvement District. This phase will provide $1.9M to the city in Community Benefit Fees to be used how the City sees fit to best bless the lives of our residents.
Council appointed a seven-member Charter Review Commission, which will spend the next six months reviewing the current charter. They will present their findings and any recommended changes to Council, who will vote on which changes to send to the voters in November.
Council voted unanimously to authorize the City Manager to negotiate a final amendment to the contract with Elecnor Belco Electric, the contractor hired to install the traffic signal at Limmer Loop and Innovation Blvd. Council's desire is to get this project finished in order to increase safety at that intersection. While we have had significant concerns with the current contractor, this negotiation should result in them either completing the project soon, or allowing us to move forward with another contractor who can.
